The Bureau of Criminal Apprehension runs Minnesota's central criminal history system. Anyone can search it online at no cost through the BCA's public portal at chs.state.mn.us. The database pulls from court records and law enforcement reports submitted from agencies across the state, including Maple Grove Police Department. Results show felony and gross misdemeanor convictions, along with pending charges in many cases.

Under Minnesota Statute 13.87, conviction data stays in the public record for 15 years from the date of discharge. After that window, the record may no longer appear in public searches, though it can still exist in law enforcement systems. Arrests that did not lead to conviction are also accessible to the public under Statute 13.82. It's worth knowing that the BCA database does not include every municipal or traffic offense, so its results reflect serious criminal matters rather than minor citations.

The free online search is name-based. You enter a first and last name, and the system returns any matching records. It does not require an account or login. For a certified copy with a raised seal, you need to submit a written request by mail to the BCA office in St. Paul.

The BCA portal is the fastest starting point for most searches in Maple Grove.

Maple Grove Police Department

The Maple Grove Police Department serves the city and handles local law enforcement records. If you need a copy of a police report, an incident report, or other documents generated by the department, you contact them directly. They process public data requests under Minnesota's Data Practices Act.

Address6001 Noble Parkway, Maple Grove, MN 55311
Phone763-494-6100

Police records that are classified as public data can be requested in person or by mail. The department may charge a reasonable fee to reproduce records, but the fee cannot exceed actual cost. Response time varies. Most routine requests are fulfilled within a few business days, though more complex or older records can take longer.

Not all police data is public. Investigative data related to active cases, data on juveniles, and certain victim information may be protected. If a request is denied in whole or in part, the agency must tell you what category of data was withheld and cite the law that protects it.

Hennepin County District Court

Maple Grove falls within the Fourth Judicial District, which is served by Hennepin County District Court. Criminal case filings, civil judgments, family court matters, and other court records originate here. The court's physical location is in Minneapolis. Many records can be accessed remotely without going in person.

Address300 S 6th Street, Minneapolis, MN 55487

The court clerk's office maintains case files and can provide certified copies of court documents for a fee. Certified copies require a written request and payment. Non-certified copies of public case documents are available to anyone who visits the clerk's office during business hours. Some documents are also viewable remotely through MCRO and MPA Remote, which are described in sections below.

Minnesota Court Records Online, known as MCRO, is the state's main public access point for court case information. You can reach it at mncourts.gov/access-case-records/mcro. The system covers all 87 Minnesota counties and includes criminal, civil, family, and probate cases.

MCRO provides case status, hearing dates, party names, charges, and disposition information. Actual documents, such as complaints and orders, are not always available through MCRO itself, but the case index it provides is broad and current. There is no charge to search by name or case number. Results for Maple Grove cases appear alongside records from the rest of Hennepin County, since the court system does not sort by city.

MCRO provides free public access to court case indexes for Maple Grove and all Minnesota counties.

Minnesota Public Access Remote (MPA Remote)

MPA Remote is a separate court access system available at pa.courts.state.mn.us. It gives a deeper look at court records than MCRO in some cases, including access to document images for certain case types. MPA Remote requires a paid subscription for ongoing use, but individuals can access it on a per-search basis as well.

This tool is most useful when you need to view actual filings rather than just case index data. Attorneys and researchers often rely on MPA Remote when they need document-level detail. For most general background check purposes, MCRO or the BCA portal will be sufficient. MPA Remote adds value when you need to confirm specific details from a court filing or review a document that isn't available through free channels.

DOC Offender Locator

The Minnesota Department of Corrections provides an online offender locator at coms.doc.state.mn.us/PublicViewer. This tool lets you search for people who are currently in a state correctional facility or who are on supervised release. You can search by name and get basic information about custody status, facility location, and supervised release conditions.

The DOC locator does not show people who were incarcerated in the past and have completed their sentence. It reflects current status only. If someone was released years ago and is no longer under supervision, they will not appear in this database. For historical incarceration records, the BCA criminal history system or court records are better sources. The DOC locator is most useful when you need to confirm whether someone is currently in custody or actively supervised.

Predatory offender registration in Minnesota is governed by Statute 243.166. Registered predatory offenders may appear in a separate public registry maintained by the BCA, which is searchable through the DPS website. This registry is distinct from the DOC locator and covers people who may not be incarcerated at all.

Minnesota Data Practices Act

Minnesota's Data Practices Act sets the rules for what government records are public and what can be withheld. Criminal conviction data is explicitly classified as public under Statute 13.87, and arrest data is public under Statute 13.82. These rules apply to the Maple Grove Police Department, Hennepin County courts, and every other government agency in the state.

When a government agency receives a public data request, it must respond promptly. For written requests, the law sets a reasonable timeline for fulfillment. Agencies that deny requests must explain why in writing and cite the specific statute that authorizes the denial. If a person believes a denial was improper, they can file a complaint with the Department of Administration's Information Policy Analysis Division or pursue legal action in district court.

Expungement can remove certain records from public view. Statute 609A governs the expungement process in Minnesota. If a court grants an expungement order, the sealed records are no longer accessible through the BCA public portal or court indexes. However, certain agencies may retain access to sealed records for law enforcement purposes. Expungement does not destroy records but limits who can see them.

Requesting Records by Mail

If you need a certified criminal history record from the BCA, you can request one by mail. This is the option to use when you need an official document rather than just an online search result. The BCA processes mail requests from its office in St. Paul.

Mailing Address1430 Maryland Avenue E, St. Paul, MN 55106
Phone651-793-2400
Fee$15 per request
Processing TimeApproximately 2 weeks

Mail requests must include the full name and date of birth of the subject. The BCA requires payment of the $15 fee before processing. You can pay by check or money order made out to the state of Minnesota. The BCA does not process rush requests by mail. If you need results faster, the online portal provides instant name-based results at no charge, though those results are not certified.

Fingerprint-based searches are also available and provide a more thorough result. Fingerprint submissions are covered under Statute 299C.10. These searches cost more and require you to have fingerprints taken at an authorized location before submitting the card to the BCA. Processing times for fingerprint requests are similar to name-based mail requests.
