Cass County District Court

The Cass County District Court is in Walker and handles all criminal filings for the county. It's part of Minnesota's Ninth Judicial District. Cass County Sheriff's Office

The Cass County Sheriff's Office is in Walker on Minnesota Avenue. The sheriff provides law enforcement across the full county. Minnesota Statute 299C.10 requires the sheriff to fingerprint people arrested for felonies, gross misdemeanors, and targeted misdemeanors. Those prints are submitted to the BCA for inclusion in the statewide criminal history database. This is how Cass County arrests link to the state system. Anyone arrested and convicted here should appear in BCA search results within the 15-year window.

Public Records Law in Minnesota

The Data Practices Act at Statute Chapter 13 governs public access to government records in Minnesota. The law's starting point is that all government data is public. Agencies need a specific statute to justify restricting access. Cass County agencies follow these same rules. You can request public records without explaining your reason.

For criminal records, the specific rules matter. Conviction data is public for 15 years from the date the sentence was discharged (Statute 13.87). Arrest data without a conviction is not public through the BCA system, but time, place, charges, officer, and disposition are public under Statute 13.82. Juvenile records are closed. Expunged records under Statute 609A are sealed, not destroyed.

Predatory offender registration under Statute 243.166 requires offenders to register for at least ten years or for life. Minnesota has more than 18,000 registered predatory offenders statewide. The public website shows only non-compliant registrants. DHS background studies under Statute 245C follow a separate process and apply to workers in licensed settings, not the general public.
