BCA Criminal History Background Check
The Minnesota Bureau of Criminal Apprehension operates the state's public criminal history database. It is free and open to anyone online. You search by name and date of birth. The BCA system returns conviction records from Minnesota courts across the state, including Cook County cases. This is the most direct way to run a Cook County background check for criminal convictions.
What the BCA shows is shaped by statute. Under Minnesota Statute 13.87, conviction data is public for 15 years after the sentence is discharged. After that window closes, the record is no longer shown. Arrests that did not end in conviction are not public under state law. If you search the BCA and get no results, it could mean no convictions, or it could mean any convictions are outside that 15-year window.

If you need a certified background check document, you can request one by mail. Send a notarized form and a $15 fee to the BCA at 1430 Maryland Ave E, St. Paul, MN 55106. Turnaround is roughly two weeks. Call 651-793-2400 for questions. This is the formal version of the same database search, and it produces a document you can use for official purposes.
Cook County District Court Records
Cook County District Court is part of the Sixth Judicial District. The court sits at 411 W 2nd Street in Grand Marais. The phone number is 218-387-3010. The Court Administrator manages all case files and handles public records requests. You can visit in person or contact the office by phone to ask about a specific case.
Minnesota Court Records Online (MCRO) covers Cook County cases filed from July 2015 onward. This free public tool is at mncourts.gov/access-case-records/mcro. You can search by name or case number. The results show party names, case type, filing dates, and docket entries. Document images are not always available online, but the docket trail gives you a clear view of what happened in a case.

For older records or cases from before July 2015, you need to contact the Court Administrator directly. Staff can look up cases by name or case number and provide copies. The Remote Public Access system at pa.courts.state.mn.us shows docket information for cases across Minnesota courts. It does not include document images but is a quick way to check whether a case exists and what its current status is.
Under Minnesota Statute 13, most government data is presumed public. Court records in Cook County generally follow that rule. Juvenile records, certain sealed files, and some family court documents are restricted. But criminal case records, civil filings, and most other case types are open to the public upon request.

Minnesota law under Minn. Stat. 299C.10 requires sheriffs to fingerprint felony, gross misdemeanor, and targeted misdemeanor arrestees. Those fingerprints are submitted to the BCA. This is how Cook County arrests become part of the state criminal history database that you search when running a background check.
Arrest data has its own public access rules. Under Minn. Stat. 13.82, the time, place, charges, and final disposition of an arrest are public. Other parts of an arrest file may be restricted. Expungements affect what you can find. Under Minn. Stat. 609A, records that have been expunged are sealed rather than destroyed. They do not show up in public searches. A clean result in the BCA or MCRO does not always mean a clean record. It may mean any records present have been sealed through the court process.
